In general two stroke engines are far less efficient than a four stroke engine in regards to fuel usage and pollution control. With a two stroke engine, more fumes are released on the secondary upstroke when compared to a four stroke engine. This is more a function of the design of the engine, and a more efficient 2 stroke engine would just be a 3 or 4 stroke engine.
