Are there any countries that have successful cap and trade programs?

    In 2008, European Union carbon dioxide cap and trade program claimed it was working well.  Taking three years to rid-out the kinks, European Union felt that they could propose models for successful cap and trade programs in other countries.  New Zealand and Canada have also claimed success, but critics don’t entirely agree.
