Countries that do not import oil (or which at least import very little of it) appear to be for the most part, those countries which produce massive amounts of it, such as Saudi Arabia. This also allows these countries to basically buy anything else they can’t produce themselves. This may prove a problem when the oil runs out one day.
Some oil producers, including Mexico and Iran, import significant amounts of refined products like gasoline because the don’t have enough refineries to satisfy their internal needs, despite having enough oil to export.
