Are there any countries conspicuously missing from the roster at the Copenhagen climate summit?

Countries that did not appear at the Copenhagen talks are Taiwan, Greenland, and the Vatican, if you want to consider that last one as its own governing entity. Taiwan is not a member of the United Nations, and it was expected that China would represent its interests (previous track record notwithholding). Greenland just became an independent country so is not a member of the UN yet, either.
