Yes. I was playing with the google interactive CO2 emissions per capita graph and found that Germany is trending down over the past 10 years, at least up until 2006. In 1996, the per capita emissions were 11.2 tons per person, but in 2006 it decreased to 9.8 tons per person. Their population has remained fairly steady over that time period, not increasing enough to make the per capita reduction offset the total CO2 output for the country.
