Are there any countries that are doing a good job of trading carbon?

    All states of the European Union currently trade carbon emissions. In January 2005 the European Union Greenhouse Gas Emission Trading System (EU ETS) started operation as the largest multi-country, multi-sector Greenhouse Gas Emission Trading System world-wide. Allowances traded in the EU ETS will not be printed but held in accounts in electronic registries set up by Member States. This seems like a very good system.
