I haven’t found any countries that are 100% oil dependent.  The closest is probably Japan; it is the world’s second highest importer of oil, but produces very little oil of its own, largely due to its size.

    Top Ten Oil Importing Countries

    1. United States … 13.2 million barrels per day (63.2% of domestic consumption)
    2. Japan … 5.4 million bpd (101.3%)
    3. China … 3.2 million bpd (46%)
    4. Germany … 3 million bpd (112.8%)
    5. Netherlands … 2.5 million bpd (100%)
    6. South Korea … 2.4 million bpd (113.1%)
    7. Italy … 2.2 million bpd (126%)
    8. India … 2.1 million bpd (86.1%)
    9. France … 1.9 million bpd (94.5%)
    10. Singapore … 1.8 million bpd (228.2%).
