The Consumer Product Safety Commission (CPSC) is in charge of enforcing federal standards and laws regarding children’s toys (which include restrictions on toxins, small pieces, etc.) This does not necessarily mean though that the toys are tested before being marketed. There are also nonprofit organizations that address this issue.
