I know it’s not a city but Spain made this mandatory for all new and renovated buildings in 2006. Spain gets a lot of sunshine, so it was probably an intelligent move on its part (as oppose to Seattle making a law that all buildings need solar panels.) In 2011 Japan announced it will try to have solar panels on all new buildings by 2030. There is also a strong movement to make solar power systems mandatory in Australia, but no law yet.
