There are groups that seek to help old or injured horses, and get them adopted rather than killed. However, there are no good regulatory groups for the horse racing industry. Each state that allows horse racing has a commission for regulation, but these bodies have a conflict of interest as they seek to benefit financially from the horse racing industry.
All of the animal cruelty laws apply to racehorses just as they do to other animals. Because of these laws, there have been a number of instances in which racehorse breeders have been arrested for breaking animal rights laws. One breeder was convicted and sentenced very recently for his treatment of racehorses.
