Government could introduce new and increase current subsidies for environmentally friendly businesses and energy producers and researchers. Another common tactic is requiring a certain portion of the energy or fuel to be produced from green sources. Similar goals can be made to promote green technologies such as fuel-efficient or alternative-fuel vehicles. A good combination of these, along with distributing information on available efficiencies and danger of global warming, could be more effective than cap and trade.
