The solar panels themselves will technically be the same on either side of the country but their performance can change based on the weather conditions. In the Southeast like in Florida they may be very efficient while in the Northeast less, and the same for the Northwest and Southwest. Overcast days will lower the the output, but so can exceedingly hot temperatures. Lastly, the solar panel efficiency can vary with the changing earth tilt, so if the sun is hitting a solar panel direclty more hours of the day on the East coast, it may be more efficient than one getting only a few hours of indirect sun on the West coast.
