No, they are powered by gasoline. They get much better gas mileage than most other gasoline vehicles available (around 36mpg, combined city/highway). That is comparable to most hybrids available in the US.
There is a company working to produce an electric smart car, which would be far more efficient than a hybrid.
No they are not. Smart cars are fueled by gasoline. But they are working on building an electric version of the smart car.
