It is really impossible to make a blanket statement like that either way because their is so much variance in the amount for wind in different places on earth. There are a couple important aspects to wind. The first is that there are large wind systems on earth that are created by the different temperature and pressure airs intermixing. In these zones are where the most wind on earth is. The other large consideration is unobstructed wind blows faster, which is where wind over the ocean would be faster than wind over the land.
