    Yes, rolling blackouts are done intentionally, but only as a last resort when power demand starts to cut into the threshold of energy reserves. Rolling blackouts help prevent a giant, uncontrolled blackout. Customers are split up into prioritized outage blocks so that within a region, some will maintain power. This way, people can go to friends’ houses until the rolling blackout is over, so that an entire town is not without power resources.
