Are solar panels rated by the amount of watts they can generate?

Yes. Solar panel output is measured in watts, in compliance with standard test conditions that dictate the amount of light falling on the panel per square foot, the temperature of the panel, and the air pressure around the panel. Panels are rated according to their “peak power”, which is the maximum output they can achieve under the standard conditions.
