Are old civilizations ruins like the Mayans and the Aztecs protected?

Yes. Many descendents of these civilizations help protect the artifacts and sites. They may even help archeologists excavate and protect the open sites from looters. Looters are the main problem because private collectors will pay top dollar for these artifacts. Museums are prohibited from accepting artifacts with vague origins. Looters not only steal these artifacts, their means damage sites such as the Mayan temples causing structural instability and eventual collapse. It is illegal however to remove artifacts from their country of origin without approval from that government, and it is with the promise those artifacts will be returned.
