Yes, Oak trees do provide great shade although most species will require a few hundred years for them to reach full size. One fast growing oak species often used in landscaping is the Sawtooth oak but you will have to research your local climate to see if it will thrive there.
Oaks are a good choice to provide shade. Their canopies spread out and form a nice, wide area below, which results in a lot of shade. The live oak, which is found in Virginia, provides a lot of shade as it can get huge in size.
