No, but it depends how you measure things. According to Scouting News, “The largest Councils in the Boy Scouts of America is always listed in two different ways. The first is by total membership, this includes traditional membership and learning for life membership. The second is by traditional membership.” So, in the first case, New York is tops, in the second, Salt Lake City has the most. However, neither is a per-capita account (i.e. percentage of scouting-age-males involved in scouting derived from the total number of scouting-age-males in a given area), but with census info and Council membership listings from the BSA, the amount of scouts per capita for any particular city could be determined.
