Are coal manufacturers scared to build because the climate bill might get passed?

    While the coal power industry may be feeling pressure from environmentalists, it has not stopped the production of new coal plants. As of late 2008 there were still over 100 coal plants in various stages of development around the U.S. Despite the 2007 Supreme Court ruling that gave the EPA jurisdiction to regulate plants under the Clean Air Act, the Bush administration still refused to regulate their emissions. Currently the Senate is debating whether or not to offer Clean Air Act exemptions to coal plants as a bargaining chip to get conservatives on board their latest global warming bill.

    Until the EPA is given full power to come down on coal, you can bet they will continue to push for more plants and less emissions regulation.
