Actually, manatees and dugongs (which together form the sea cow order, Sirenia) belong to the superorder Afrotheria. Other members of it are golden moles, elephant shrews, tenrecs, aardvarks, hyraxes, and elephants. The latter two are consider to be manatees’ and dugongs’ closest relatives.
Whales, on the other hand, belong to the order Cetacea, under the superorder Laurasiatheria, which includes a variety of other mammals: bats, carnivorans, and most of the hoofed mammals.
