It depends on what you are recycling and who is doing the recycling. For example, if a local government is recycling basic materials like paper and aluminum, there may be no licensing requirements by either the federal government or the state. Most private recycling activities will require some sort of licensing or permitting by the state. And some recycling activities, such as recycling hazardous waste, may require federal licensing.
