Are grunion related to sardines?

Nope. They are in two different families as far as classification goes. Grunions come from the Atheriniopsidae family (commonly known as the silversides family) whereas sardines come from the Clupeidae family. They do come from the same region (Pacific coast, particularly around California) and can look an awful lot alike.
