Assuming you mean “clean” as “no pollution”, then yes. There are many shades of green, however: even some of the greenest cities today still emit carbon dioxide and other greenhouse gases. A completely green city will have very low environmental impacts, making it as clean as can be. “Green” and “clean” in environmental lingo have very similar, if not identical, meanings.
I would agree with dash’s answer. A city may be eco-friendly but not necessarily clean. With all the people passing through and traveling it’s difficult for any city to be truly clean.
