Are fuel cell cars better for the environment than Electric Vehicles?

Hydrogen fuel cell cars are zero emission vehicles, with the only byproduct being water.  The problem with these types of cars is the high production cost and the high level technology.  Some fuel cell vehicles are being made to hydrocarbons which does result in some pollution.  There are some zero emission electric vehicles, but some studies have contended that electric cars increase CO2 levels because of the increased dependent on electricity, which mainly comes from coal.
