In Kenya, wildlife officials are allowed to use deadly force if they see a poacher. I think that they are allowed to do so as long as they actually catch the poachers mid-hunt, and if the poachers threaten the officials. In 2007, 3 wildlife officials and 4 poachers were killed in a shoot-out when the wildlife officials bumped into the poachers while they were going after elephants.
