Yes! Fish fertilizers been used for thousands of years.  There are three categories of fish fertilizers fish hydrolysates, fish meals, and fish emulsions.  Fish fertilizers act as a sustenance for soil microbes that comprise the bottom level of the food web.  Additionally they provide small levels of NPK (nitrogen, phosphorus, and potassium) to the soil which keep the soil healthy and productive.  You can buy store made fish fertilizers or you can simply bury an entire fish in your garden.  Burying an entire fish is most similar to the fish hydrolysate product.
