The European Union emissions did drop in 2008 by 6%, but only because of the recession, which slowed production. Some fear that the recession, while has positive effects of reducing CO2 emissions, might also delay the integration of newer more efficient CO2 reducing technologies to production equipment. Emissions had also fallen between 2006 and 2007 by 1.2%, which was due to warmer weather the European Environment Agency said. The EU has a goal to reduce emissions below 1990 levels by 20% by 2020.
