This is a hard question to answer because both can be quite severe. Flooding can destroy homes and towns, (depending upon the severity) leading to possible death and pollution of other bodies of water, etc. On the other hand, drought can last for many years, creating an inhospitable environment and potentially leading to death due to lack of food. I’m not sure that one is worse than the other.
