Are dikes and levies enough to keep rising water levels at bay?

    Unfortunately, dikes and levees break. In areas where water levels threaten to overtake a given place, levees and dikes are constructed. These levees and dikes need to be kept under close watch to be sure they don’t break unexpectedly. The contruction of dikes and levees takes materials, money, and time, and the weather isn’t exactly predictable. So long as the levees and dikes are reinforced before a storm, there’s a chance that they can keep water levels from flooding.
