Are cow horns a product in demand on the black market?

Since cow horns come from an animal that is regularly raised and killed for products, no part of them would need to be sold on a black market. They’re sold in a legitimate (legal) market.

In a quick search I found plenty of places to buy cow/steer horns, or even entire skulls, for $50-100. It doesn’t seem that the demand is that high, or that they’re even on the black market. A valuable black market horn is a rhino’s horn though. Horns are just bone and a protein (called keratin); since cows aren’t rare, their horns don’t have much value. The horns are mostly advertised as decorations for western themed restaurants or bars.
