No, Tornadoes and Hurricanes require a completely different set of conditions for either one to occur. Tornadoes need land to form while hurricanes die out over land. Tornadoes also require substantial change of the wind speed and/or direction with height to provide ideal conditions to form, while a hurricane does not. Hurricanes do spawn tornadoes once they make landfall, commonly on the eastern side of the storm.
