Coal and oil industries are well-established: some form of them have been around since the industrial revolution. People accept, for the large part, that energy comes from oil. You see gas stations everywhere. When you think of bills, you think of PG&E, a well-established energy company that primarily gets energy from petroleum products. Solar is still in its infancy, working on infrastructure: in time, it may be large enough to take on oil and coal, but those energy sources would have to run out before anyone gave it serious consideration. People don’t like change, for the most part, and only change when the situation makes it urgent.
