Technically, no. Current CO2 levels, about 390 ppm, are higher than at any point in the last few hundred thousand years. However, if you go much further back, hundreds of millions of years (when dinosaurs still roamed the earth), CO2 levels were higher than current levels. Slight imbalances in the carbon cycle favoring less atmospheric deposits brought CO2 levels down to about 270 ppm, before current day emissions brought a rapid rise.
