CFCs are more active chemically than carbon dioxide. In as sense it is more powerful in that it reacts with ozone (O3) and therefore reducing ozone levels and allowing higher intensity sunlight to penetrate the atmosphere. Carbon dioxide simply acts as a blanket keeping heat in. It forms carbonic acid with rain, but I think that is the extent of its chemical reactivity. CFCs are radicals and are much more reactive.
