Ceiling fans use a lot less electricity than air conditioners. But they kind of have different functions. A ceiling fan moves the air and can circulate cooler air from outside or from the bottom of the room up, between the breeze created and the mild cooling effects it does help cool you down. An air conditioner however, cools air by running it over a series of coils similar to those in a refrigerator or a car’s radiator. The process also removes excess moisture from the air further cooling you down, but it does use more electricity.
In terms of energy efficiency and cost, fans are clearly the better option.
