Cats are certainly more active during the night than the day (although it may depend on the cat), but that doesn’t mean they’re objectively smarter at any time. However, their brains are indeed more active during the night.
While cats’ intellect isn’t determined by the time of day, cats have excellent night vision. Their perception is slightly off during the day because their eyes are meant for low light. Their sense are best adjusted for night.
