In theory, yes. In order for someone to drive in a carpool lane, they either must have multiple passengers or a hybrid car. People who are driving together are reducing the number of cars on the road and therefore the amount of gas used and emissions produced. Individuals in hybrid cars are obtaining efficient mileage and using fewer resources than an average car.
