It probably depends on the crop. Grains and other food crops are more likely to be eaten by birds, but insects would do a lot of damage on a cash crops, like cotton, tobacco, etc. In addition, insects tend to eat the whole plant, and kill it, while birds are more likely to nibble here and there. When my family used to grow and extensive garden, we always had a huge amount of trouble with tomato worms, while birds hardly bothered us at all.
