Are beach sand and salt considered to be pollutants if they enter the air as particulate matter?

Anything is considered pollution when it’s found in places it shouldn’t be. It would probably be pretty normal to have bits of sand and salt in the air at a beach, but in a (non-seaside) city it might well be considered pollution.
