Are any countries trying something different than cap and trade?

    Yes; Denmark, Sweden, France and New Zealand, for instance, have imposed a tax on carbon emissions rather than the cap-and-trade system that seems most likely to get passed in this country. In 2005, New Zealanders started paying an extra $2 for electricity, petroleum and gas, after the country became the first in the world to impose a tax on carbon-emissions. Just last month, France announced its plans to start imposing a carbon tax at the beginning of 2010, making it the most recent country to do so. The French carbon tax will add an extra $25 cost to every ton of carbon dioxide emissions.
