Not necessarily. A hydrogen car must make torque out of the hydrogen which can happen in one of two ways – through combustion or “electrochemical conversion” from a fuel cell.
Therefore to answer your question, a hydrogen can and fuel cell car can be the same thing. But a hydrogen car does not need to be a fuel cell car – it can be a combustion one instead.
