Are all companies going to be responsible for posting their green house gas emissions ever?

If a new EPA rule comes into effect on schedule, major greenhouse gas polluters (about 13,000 in total) will need to report their emissions of all major greenhouse gases to the EPA annually. The first report would be in 2011 for the 2010 year. This rule would cover about 85-90% of US GHG emissions, leaving out small businesses like restaurants and small farms.
