Scientists use one of two methods to predict a hurricane. One is simply statistics from previous years to suggest when and how many hurricanes we might see in an upcoming year. The other is tracking a hurricane that has just formed, using satellite radar and buoys in the ocean. Both are an inexact science, and there is no way to completely and accurately predict when and where a hurricane with hit shore.
