Is Arctic ice melting opening up new areas for extracting oil and natural gas?

There is a large amount of oil estimated to be under the Arctic Ocean. Less sea ice in the way will certainly help extract it, although winter sea ice still extends far enough to cover all or most of this ocean. If it continues shrinking the way it is, there may be places to put an oil rigs but only years from now – unless someone develops a way to drill oil with ice around, of course.
