Fruit trees require a lot of attention to grow a nice harvest and keep them free of bugs. Here is a link to directions of how and when to spray fruit trees to keep away insects. The first recommended spraying starts when the leaves are just starting to develop.
You can also find some natural sprays, or other remedies for keeping insects away. My parents use nylon stockings (the size you use to try on shoes at a shoe store) to cover the buds when they are just forming. This prevents insects from being able to lay their eggs in the forming apple, but allows the apple to grow.
