Not clear what you mean. If you mean, are all of the established oil fields and wells that can produce producing, then generally, yes. There are undoubtedly a few that are shut in temporarily for mechanical or economic reasons (as in, the production is so low it is not economic to produce – a well that yields a barrel per day could well cost more to operate than its value in production), and when hurricanes disrupt production facilities significant production may go off-line for days to months. But yes, whatever can be produced is being produced. There is no “secret stash” of established production being held back for some arcane reason. There is no reason to do so.
