After a war is completed is there any sort of EIR that is taken?

If by EIR you mean an ‘environmental impact report’, I could not find any information that this has been done by foreign forces post-war. Although, I did find that in the decision to move marines from Okinawa to Guam, a rather substantial environmental impact report was put together consisting of “8,100 pages in 9 volumes”
