Is the 5% plastic bag recycling rated based on national or state use?

A recent EIR for the City of Huntington Beach references Green Cities 2010 as a source of data indicating that only 5% of plastic bags are recycled in California. Where did that number come from?

    This statistic is usually supplied by Mark Murray of Californians Against Waste. It seems that the study itself has been done by Moore Recycling Associates Inc. and released by the American Chemistry Council. Moore is based in Sonoma, California, which is the only state that monitors plastic bag recycling. And it’s actually less than 5%–the most recent study was done in 2009, and recycling rates were only at 3%. Even with growth, that figure will have risen to 4% at best.
