Do vegetables that grow above or below ground use less water?

The answer here is really dependent more on the type of plant and not the type of root system it has. Some plants just naturally use a great deal more water than others do. Watermelons for instance use a great deal of water.  Trees are another source of plant that uses a lot of water. Both of these plants have different types of roots but use a lot of water to grow.
